Le cadre « 1+N » est la politique carbone de haut niveau de la Chine : un document directeur et des plans sectoriels et locaux. Il vise un pic avant 2030 et la neutralité avant 2060 ; la CDN 2035 ajoute -7 à -10 % de GES nets par rapport au pic. Le 15e plan et le marché carbone le mettent en œuvre.
